Youth Alive!! Kenya (Y.A.K) is an independent national youth-led non-governmental organization that
envisions a society where young people are empowered to realize their full potential. We promote
the wellbeing and inclusion of young people in development through partnerships, capacity building,
and advocacy. Y.A.K works with youth, women and PWDs groups and networks commonly referred
to as County Working Groups/ Member Organization in 12 counties: Nairobi, Kisumu, Mombasa,
Kakamega, West Pokot, Siaya, Kiambu, Murang’a, Machakos, Uasin Gishu, Kajiado and Kirinyaga.
Youth Alive! Kenya (Y.A.K), Youth Empowerment and Transformation Trust (YETT-Zimbabwe) and
Center for Youth Empowerment and Civic Education (CYECE- Malawi) as a partnership with support
from NOREC (Norwegian Agency for Exchange Co-operation) is currently implementing a Youth
participate! project.
The project aims to strengthen and build the capacity of the three partner organizations and their
Member Organizations in promoting meaningful youth engagement and participation in
development. The project fosters South-to-South learning, sharing of ideas, and knowledge transfer
from one Country/partner to another.


Youth Alive! Kenya is currently implementing its 2021-2025 strategic plan. The strategic plan
articulates three strategic objectives that will shape YAK’s position, influence and interventions in the
new strategic dispensation in the youth sector. It recognizes that good governance, economic
empowerment and livelihoods, social wellbeing and equity as the critical areas of engagement for

The plan prioritizes three strategic objectives as follows:

  • To promote good governance and effective participation and inclusion of young people
  • To enhance the skills and capacities of young people to promote sustainable and decent
  • To promote the wellbeing and gender equity of young people in the society.
    Youth Alive! Kenya programming focuses on advocacy, capacity building and partnerships as a
    means to achieve its overall vision. Under advocacy, Youth Alive! Kenya recognizes the need for
    evidence-based advocacy where programs/projects are designed and conceptualized based on data
    and information. This in turn ensures that the organization is in touch and responsive to the needs
    of the youth.

It is against this background that Youth Alive! Kenya seeks to engage a consultant to conduct a youth
situational analysis in Kenya from a socio-economic and political perspective.


The purpose of this study is to broaden our understanding of the condition and position of young
people in Kenya from a socio-economic and political context. The study aims to assess the status of
young people in empowerment and political rights. This will seek to identify the extent that the
youth policies in Kenya have been implemented with regards to three key objectives namely to:
i) Create opportunities for youth to earn decent and sustainable livelihoods;
ii) Effective civic participation and representation among the youth;
iii) Promote and develop an entrepreneurial culture among the youth through access to subsidized
loans, training, mentorship, internships, attachments, business incubation and partnerships.

The associated priority areas for Policy intervention include i) Addressing youth unemployment,
underemployment and inactivity; ii) Ensuring sustainable financing of youth programmes; iii)
Supporting effective civic participation and representation. These will form the core basis of the


To have a broader understanding of the following with respect to young people:
a. The status of youth employment, unemployment and underemployment in Kenya; and the
measures by governments, private sector and youths’ agencies to address these (covering
but not limited to entrepreneurship, education and skills development, financing of youth
programs, investments in TVET, among others)
b. The youth’s citizenship, rights and participation: the status of citizen participation and
engagement, awareness of the constitution and policies, activism, role in governance,
elections, peace and conflict resolution.

To provide policy, legal, programmatic and financing recommendations that will address the
challenges, gaps and provide solutions on matters of gainful employment, capacity enhance and
youth empowerment, youth representation and participation.

The study will be implemented a maximum of 3 months after contract signing.


Education qualification:
● A minimum of Master’s Degree in Social Sciences, law, and other related postgraduate
degrees or commensurate experience in lieu of an advanced degree.
● Five years’ experience in research, community development with specific emphasis on
governance matters. Proven experience working on youth matters and or having undertaken
similar assignments will be an added advantage.
● Demonstrated abilities with data collection and analysis.
● Excellent written English and report writing experience.
● Strong communication and public presentation skills.


The management of this consultancy will be under Youth Alive! Kenya. The consultant will be
reporting to the Program Officer responsible for the project implementation.

  4. Current CV demonstrating experience in similar tasks

    and published materials.
